Hi looking at pictures i thimk that the ilizarov frame can give union at the fracture site in shaft may be with compression /+/- bone grafting .we have two options 
1. continue with frame and do a cannulatted cancellous screw fixation for femur neck .
2. if ur soft tissue condition allows removel of frame and reconst nailing with supllementar bone grafting at both fracture site. muscle pedicle  bone graft at neck.
     i think giving  guarded prognosis to the patient for neck and future requirement of some prosthesis replacement would be required
