Looking on what you presented it seems that she has a tarsal coalition. I would like to see a CT. The syndesmotic construction has no function now-remove it. 
Is her heel in Valgus?
Based on exact pain location and age I would choose resection+arthroeresis or fusion+ osteotomies.
If you have doubts, a bone scan can help you to find the exact location of pathology-look at the pictures yourself.
I could help you in decision if the pictures of additional scans would be there
